Variable light display systems for limiting road speeds are known. However, having been accustomed to traditional B14 fixed metal sign panels, motorists are tempted to pay less attention to variable light panels. The device of the invention responds to traffic control needs by temporarily changing the speed limitation. In the following, we will essentially describe in detail a display device of a prescription which is a speed limit with a coded road sign B14, the symbols being numerical characters in the form of numbers.
The panel of the device of the invention can be realized in various ways. Two embodiments will therefore be presented, a first embodiment in which the speed display is two digits and a second in which the display is two or three digits.
In its general principle, the panel device of the invention is based on three main elements: a specific display mechanism, an open and scalable control system and a very low energy consumption making it completely autonomous in energy. Basically, the display system of the panel consists of two main means possibly repeated: a fixed part and a movable part, each of which may consist of one or more elements. In the simplest embodiments, the fixed part, called the front plate, is perforated and represents the display area common to all the messages to be displayed. In the case of a B14 font panel, this part is forward, essentially flat and circular and represents the white background, the red crown and the number "0" for the units. This fixed part is made on the basis of a rigid substrate (sheet) on which a retro-reflective coating is applied. Still in the simplest embodiments, the mobile part is a circular mobile disc of circular shape. This is performed on the basis of a rigid substrate (sheet) on which a retro-reflective coating is applied. In the case of a police panel type B14, this mobile part represents the different digits of the tens to display in the case of a single panel. The movable part of such a simple panel is set in motion by a mechanism which ensures the rotation and positioning according to the digit to be displayed and holding in position once the desired speed displayed. The realization of more complex display sequences, notably allowing the display in tens or hundreds, may require to complete the preceding mechanism by a second movable part and a fixed part to take into account the different lettering sizes according to whether one displays two or three digit limitations. The first exemplary embodiment in which the speed limit display is two-digit is now described more precisely.

An example of basic operation of the display panel device by remote control, in particular radio, will now be described. However, it is possible to locally / directly control the panel from its computer control device which has a local input / output interface including a simplified display and keyboard. The display device, through its computer control device, has a unique identifier (reference number or computer address or WEB), which is used during radio or other exchanges to specifically control and control each panel. The computer control device which is connected to a radio transceiver and sensors, is configured to receive instructions by radio, in particular display instructions of a determined speed. The computer control device is provided with a specific software that makes it possible to manage the movements according to the received instructions. The states of the position sensors of the movable planar supports inform the computer control device of the current display and the fact that the plane support (s) are in a correct display position / reached or not. Depending on the received display instruction and the current display, the computer control device will control the electric actuator to obtain the requested display. Once this requested display has been obtained, the panel will confirm by a radio broadcast the correct implementation of the instruction. Preferably, the computer control device determines the direction of rotation to be applied to the circular moving plane support to pass as quickly / economically as possible from the initial display to the new display and then controls the motor accordingly. Preferably, the position sensors are activated when the movable planar support has reached the desired position. The states of these sensors are retransmitted to the computer control device which then suspends the power supply of the engine since the desired position for the requested display has been reached. As security, a timer can be started upon receipt of the display instruction and if the requested display can not be obtained at the end of the time delay, the motor power is stopped and a radio transmission is issued to inform of an error. Thus, the sensors in association with the specific software of the computer control device, can determine at any time the position of the movable plane support or movable planar supports. In the example of FIG. 7, the positions of all the movable planar supports 21, 22 are determined by the position of the movable disk 21 since they are functionally integral with each other, the mobile disk 21 driving the others 22. It is also possible to detect anomalies such as a position not reached despite an engine command. The detection of these anomalies allows the system to go into a safe mode (including stopping the supply of energy to the engine) and to return an error message by radio transmission when the display instruction was transmitted by radio.
Preferably, a panel status request instruction is sent before the display instruction and this status request instruction causes the panel to issue information about the functional state of the panel, for example example: functional panel or not, battery charge level, current display, presence of an anomaly, type of anomaly ... to avoid sending a display instruction if the panel can not run. It is understood that if no response from the panel is obtained at this state request instruction, this corresponds to a major failure, for example a lack of power supply. Preventive maintenance can also be implemented, the panel emitting an alert if it detects an anomaly or a beginning of anomaly, for example a holding at the charge of the battery weakening despite sufficient sunshine, an unfavorable change in parameters of operation, excessive consumption of the electric actuator.
The panel can be connected to a radio communication device that allows remote control. The panel can be controlled via all existing or future radio communication systems (GSM, GPRS, UMTS, Wifi, Bluetooth, Lora, SigFox, Zigbee ...). However, it is possible to provide, among the inputs / outputs of the computer control device, one or more electrical or optical wire links enabling remote control, or local control by a portable terminal brought by an intervening party, by wired or optical fiber links: RS232, RS485, Modem, Ethernet.
Preferably, the remote control is carried out according to two principles of operation that can be used independently or simultaneously: - Supervision control: in this case, the panel is seen from a body supervising it as a "slave" equipment . The supervisor sends positioning instructions that are executed by the panel. In return, the panel returns information about the display and, possibly, any other information relating to the operation of the panel: anomalies, battery level, states of the various sensors that can be connected to it. - Integrated "Web" server control: in this case, a "Web" server is integrated into the panel's computer control device and provides a user interface that allows remote control using a user-friendly interface; not requiring a specific supervisory body. Any type of terminal with a browser is able to control the remote panel (Smartphone, tablet, PC, ...). The computer accesses to the panel are secured through the implementation of a connection procedure using a panel identifier (specific identifier and / or specific network address), a username and a password. In the same way as in the case of control by a supervisor, the panel is able to provide information concerning the display as well as, possibly, any other information relating to the operation of the panel: anomalies, battery level , states of the different sensors that can be connected to it. Note that, if, preferably, the radio exchanges with several panels are made in a star, that is to say between a single central control node and directly to each panel forming an end point, it is also possible to implement network exchanges, each panel forming a relay point of the network to another relay panel or terminal and, back from the terminal point panel, to another relay panel or the central control node.
Typically, the computer control device is configured to communicate according to an "INTERNET" type protocol on the "WEB" or any other suitable protocol such as TEDI / LCR, UMTS, NTC / IP, Modbus, Diaser, as well as any other proprietary protocol and specific to suppliers of supervision equipment. Password-type security and encryption of transmitted data are implemented for communications. The transmissions / receptions are carried out via a proprietary or generic modem, as well as for transmitting and receiving means.
A vandal detector, theft and / or shock can also be implemented in the panel or more generally the display device, a detection causing the issuance of an alert. Thus, the display device may be provided with monitoring sensors (so called to differentiate them from the position sensor (s) of the movable planar support (s)) detecting for example the loss of verticality and which makes it possible to transmit an alert in the case where the panel would have suffered a shock causing a displacement of its support. Other types of detection are possible. The transmission of this alert allows the operator to organize at best and as soon as possible the maintenance operations necessary for the refurbishment of the panel.
In this connection, the panel may be provided with other types of sensors, called environmental sensors to differentiate them from the position sensor (s) of the mobile planar support (s), for example rain sensor, temperature sensor, pollution, brightness (photovoltaic cells can however play this role), etc ... A specific computer control device software continuously analyzes the state of these sensors and, based on information collected, including these states, and predefined control strategies, the software generates automatically and therefore locally different requests for positioning / display of speed limits.
The different implementation possibilities described above can be broken down according to various non-limiting variants: - Autonomous and isolated operation. The panel operates autonomously and isolated. Depending on the information collected by his or her sensors, he autonomously determines the message to display. This operating mode also allows the connection to a remote monitoring body (supervision, web server). - Cluster operation. Several panels are arranged on a road section. One of the panels has environmental sensors and plays the role of master, the other panels reacting according to the positioning commands communicated by the master panel. The transfer of information between the different panels can be done using all types of media (radio, infrared, laser, wired, optical fiber). This operating mode also allows the connection to a remote monitoring body (supervision, web server). - Supervision control and sensors. This operating mode combines operation by supervision and by sensor (s) environment. It may relate to an insulated panel or a cluster panel system. The actuation of the displays is then governed by priority rules between the different instruction sources, that is to say the sensors (local decision) and the supervisory organs (remote origin instruction).
The display device of the invention can be positioned fixedly and permanently on the road network or in a mobile and temporary manner in the case of temporary situations: work, sports or cultural events ... The display device can also be equipped with a GPS device that allows to know precisely its position on the road network. The transmission of this position information to a remote supervisory body makes it possible to bring the following benefits in the case of fixed and mobile installations: to ensure an automatic management of its patrimony, to organize efficiently the possible interventions of maintenance by locating precisely the equipment and easily integrate the equipment into a supervision mimic.
The present invention can be applied to other types of road signs than B14 and, for example, to a panel B17 for prescribing a spacing distance between vehicles, the symbols remaining numerals characters of Arabic numerals type.
